It looks like Peruvian too.
But it's not. In the 1960s Peru confirmed la diablada, that this artwork is depicting originated in Oruro, Bolivia. http://infosurhoy.com/en_GB/articles/saii/features/2009/08/27/feature-02 Bolivia is a hidden treasure of South America. Even more exclusive is the existence of bolivian artwork being promoted internationally.

That would be a costume for a dance, "doctorcitos". Its used to make fun of lawyers, doctors, and secretaries. Although the costume comes in a small variation of colors, red and white are typical to mimic that of a ringmaster. If you have time you can google doctorcitos.
Red and white are also the colours of Tarija, Chuqisaca and Potosi's flags.
